Hijacking in Dependent Territories Your minute of 4 January, copied to

Mr Brown.

There have been no further amendments to

the Standing Instructions on hijack situations

You will however see from MOD letter to the

Fortress HQ in Gibraltar that the MoD have

reservations about the Resident Battalion hav-

ing primary responsibility for containing hijacks. They feel that the primary respons- ibility should rest with the Police force, with the Army providing support. MAED now hold papers on Hijack Contingency Plans for Gibraltar and will be able to let you know if and when any amendments are made to take

account of this.
