Should anything be done to counter this, eg by getting

certain countries astride our communications (eg Tokyo and Iran) to join the Club

/quickly?

13. Are there any signs of retaliation by target countries

against the Statement itself, ie even before it is even imple-

mented?

Getting Other Countries to Join the Club

14. Would the Club be open to all countries, eg Israel and

South Africa? What about mutual non-recognisers?

15. What action should be taken to get other Governments to

join? Some possibilities are bilateral diplomatic pressure,

multilateral action in the UN, the New York Aviation Security

Contact Group, ICAO.

16. Would our existing obligations under the Tokyo, Montreal

and Hague Conventions to take action against those who hijacked

an aircraft in a communist country to escape to the West be

strengthened if the communist country concerned joined the Club?

If so, would this matter?
