sense that the passengers and crew are safe, since

sanctions against a Government which refused to refuel

a hijacked aircraft might put lives at risk.

(f) We should explore the advantages and

disadvantages of attempting to negotiate a special

clause in bilateral air services agreements and seek

to define the possible alternative of a joint warning

to Governments, without reaching firm conclusions

at this first discussion.
