partly because that meeting is now indefinitely postponed and partly because it is clear to me that whatever happens we are bound to have to live with some sort of CPP system I think there may be merits in trying to reply to (90) fairly soon.
4. The danger of course is that the Treasury's proposals could lead to even greater control over our activities. However I think we might secure advantage if we attempted to put forward proposals now which would bring the whole problem down to manageable size in advance of any Ministerial meeting.
Mr Kirkness suggests in his minute of 4 October that we might try to concentrate consideration of the CPP programme in JAPC. It might also be of advantage to try to get the smaller country programmes considered in that forum too.
