COUNTRIES TO BE COVERED BY THE NEW COUNTRY POLICY PAPER PROCEDURL

I should be grateful if you could let me have the programme for the preparation of Country Policy Papers in your Division for the next two years, using the "shortlist" of recipient countries which was discussed by the Policy Board. For ease of reference I enclose a further copy; you will recall that at Mr Fogarty's meeting on 25 October it was agreed that it would be sensible to propose two categories as follows:

i. Papers to be prepared in 1979;

ii. Papers to be prepared in 1980.

It was noted at that meeting that this shortlist would be amended from time to time and to the list itself as well as any proposed programme will inevitably be subject to further discussion with other Whitehall Departments.
