The New Hebrides is technically a dependency, and no CPP should be considered for it until after it attains independence in 1980. The Solomon Islands and Tuvalu, although at present retained by the 'joint' PTD and consequently under my jurisdiction, are due to be transferred to the Asia Division at the ODM on 1 January 1979. Insofar therefore as my opinion is still relevant, I consider that CPP's for them should not be considered until two years after their attainment of independence - ie July and October 1980 respectively.
