IPU BRITISH GROUP, LISBON MEETING

PAPER ON DECOLONIZATION

1. Thank you for your prompt provision of material on British dependencies. This will contribute towards an annex to a paper the group are themselves preparing, which is designed to bring out the practical problems, and to highlight Britain's concern that the wishes of the peoples as a whole should be met.

The reason for the haste attached to my original telephone call lay in the fact that the group wish to send the paper to reach Geneva by 15 February.

3. For the group themselves (i e not necessarily for circulation via Geneva), one further requirement is a piece of paper setting out in general terms the usual steps from total dependence to total independence, with a brief note on each, and perhaps one or two instances. E g it might be useful to point out that there were local High Court Judges in the Gold Coast many years before independence, as well as to spell out the precise differences between self-government and independence.

Could you produce something by, say, 9 February on those lines?

4. I enclose a copy of my general minute asking for briefs for the Lisbon meeting, which I did not address to you in the first instance. I do not think there is any
