The object of this meeting is to decide on the outline of subjects for discussion at the constitutional conference, which is normally held in London within six months of the preliminary meeting. Independence
normally follows not less than six months after the conference, when the necessary legislative and other arrangements have been carried out. This timetable is flexible, but serves as a general guide.
Commonwealth Membership

Most DTs have become members of the Commonwealth on Independence. Usually an application is made to the Commonwealth Secretary-General before Independence, through the British Government as the metropolitan power responsible for the Territory's international relations.

Associated Stateship
An alternative to Independence is Associated Stateship. This association is a free and voluntary one, terminable by either country at any time. The Associated State is fully self-governing in all its internal affairs, while Britain retains responsibility for
defence and external affairs.
