There are two points to consider on this issue.

whether we, as a matter of policy, consider that the servants of the Governor should be paid direct from FCo funds and, if we do wisting authorits would permit us to do so. The first consideration falls outside my purview and I would, therefore, appreciate your views on it.

Personally I would not welcome creating a precedence which

2.If it is decided that we should pay the wages of the Governor's servants, we would have to obtain CSD authority. Our existing authority for paying servants direct from the public funds arises from the Government's acceptance of the Plowden report, paragraph 477947%f which refers only to the servants of Ambassadors and High Commissioners.
