There seems to be no way which we could, in present circumstances, agree to take the Governor's personal servants on to the FCO Vote without submitting a case to the CSD and opening a whole new ball game. This would involve our policy towards dependent territories and to what extent it is part of that policy to insist that the local Government carries the burden of having a Governor.

If the F.I. Government decided to stop paying for the Governor's personal servants it would really be up to HK & General Dept to pursue the question of whose interests are best served by the retention of a Governor, the F.I. Government's or HMG.
