The above comments are not offered in any spirit of complaint. I am aware that in the Cayman Islands I have fewer difficulties in getting the local government to meet their obligations towards the Governor than some of my colleagues in territories less affluent and sympathetic. But I take the opportunity offered to make these suggestions.
