Paragraph 5 of Mr Godden's letter of 1 December (folio 30) goes into the problem of his EC$750 allowance in lieu of

customs exemption which he is paid by the Anguilla Government. PSD obviously cannot treat his allowances as based on taxE duty-paid prices if Mr Godden is supposed to receive this money from the Anguilla Government. What he does with it is his affair. However, if the Anguilla Government were to remove this amount from the estimates, PSD (Mr Lynch, OAS) tell me that Mr Godden would then be entitled to ask for his allowances to be recalculated from duty-free to duty-paid.
