But, applying the article strictly, I suppose at least two of them could be regarded as personal servants whose salaries, at a normal Diplomatic Head of Mission post, would be paid for out of the FCO vote. The matter has never been raised during my time here, although fairly beady eyes get focused on the high cost, compared with many other heads of expenditure in our local budget, for Govern- ment House. It would lighten my mind quite a bit were I able to relieve the local Government of the cost of these "personal" servants. Perhaps you might consider whether this is something that could be taken into account in the course of your current exercise.
