In her letter (HKA 431/4) of 26 October 1977
Mrs Gregory said that it was thought very necessary that the post of Chief Superintendent as well as that of Deputy Commissioner should require the Secretary of State's approval: why was this, and are you still of the same view? Recommenda- tions for promotion to Chief Superintendent are made by the Commissioner of Folice. They are then considered by the Fublic Service Commission, and come on to me for approval on the Governor's behalf. Ministers do not come in at any stage. In my view this procedure contains adequate safeguards, and now that we have a Deputy Commissioner post it is highly unlikely that we should be without both the Commissioner and the Deputy Commissioner at any time.
4. We were grateful for the despatch with which you dealt with out recent requests for approval for a new Captain of the Fort, Accountant General and Director of Public Works. Expe- rience over these appointments, suggests, however, that this ol colonial procedure is no longer necessary or appropriate. In that case let us dispense with it, and devote the time we hove saved to more useful work.
