We spoke briefly when I was in London last month about the requirement laid down in the Secretary of State's despatch of 14 November 1977, that his approval should be sought for 16 senior appointments in the Gibraltar Government Service.

The principles governing senior appointments in the Gibraltar Government service were discussed fully in correspon- dence last year, and in his letter to Miss Daw of 22 April 1977 Alan Collings drew attention to the two governing principles of the 1969 Constitution and the covering despatch: that all appointments are made by the Governor, normally on the advice of the Public Service Commission, and none by Ministers; and that Ministers do not come into the selection process at all - the Chief Minister is consulted by the Governor on proposed appoint- ments at Head of Department level, but he never himself makes the proposals. In the light of these considerations, and of our experience of the operation of the system in recent weeks, the list of posts requiring the Secretary of State's approval now looks to us to be too long, unless there are reasons for requiring the prior submission to London of appointments of which I am not aware. It would speed up the process of making appoint- ments here if you could now agree to shortening the list to cover only the following appointments:
