CONTROL OF APPOINTMENTS UNDER COLONIAL REGULATION 19

1. I am sorry that no action has yet been taken on Mr O'Neill's letter of 22 August and your undated minute to Mrs Gregory. I wanted to ensure that action on the same subject in connection with the Caribbean Territories was satisfactorily concluded before embarking on a re-examination of the Gibraltar list, about which there was much to-ing and fro-ing in 1977.

2. In fact the list which Mr O'Neill has proposed is pitched at precisely the level which we have agreed for the other Territories. Unless you have any objections I propose therefore to write to Mr O'Neill saying that we agree the new list. I attach a draft letter.

3. As this subject is primarily this section's rather than yours, I suggest that I take the top copy of Mr O'Neill's letter and that you retain a copy.
