CONTROL OF APPOINTMENTS UNDER COLONIAL REGULATION 19

1. Colin Keith has passed me your letter of 22 August about the approval of senior appointments in the Gibraltar Government Service by the Secretary of State to me for reply as this is subject which involves Staffing Section rather than the geographical department.

2. Your letter arrived by chance when we were in the middle of an exercise to clear up which posts in the Caribbean Territories should be designated under CR 19. We therefore held over replying to you until it was clear what level of appointments we should designate for those Territories. As it happens the 7 posts which you have suggested for a shortened list tie in exactly with the level at which the lists for the other Territories has now been fixed. I propose therefore, subject to any further views you may have, to arrange for further despatch to be sent to you reducing the designated posts to those 7.

3. It is not absolutely clear from our files why the list of designated posts was pitched precisely at the level it was. It seems likely that at the time it did not seem unreasonable considering that under the old version of Colonial Regulations (which had just been superseded) all posts with a salary of over £1,000 per annum were included. The inclusion of the post of Chief Superintendent of Police was at the behest of Frank Brown (the desk officer before Colin Keith) since he regarded it as essential that the Governor should control the top posts in the Police. Now that you have outlined in paragraph 3 of your letter the safeguards which exist to govern appointments and promotion to Chief Superintendent I agree that its inclusion in the list is no longer relevant.
