Mr Davidson served in the Navy until 1960 when he joined the CRO, where he dealt with African questions.

Before Brunei he
Mr Davidson is a well balanced and sensible officer whose work is well organised and who displays sound judgement and a well- developed political sense. An enthusiastic and sterling character, he is a good office manager and a good colleague.
In Brunei, Mr Davidson has impressed Sir E Norris, who, as High Commissioner in Kuala Lumpur, has been in touch with developments in Brunei. Sir E Norris thought that Mr Davidson had managed to follow the right course in circumstances that were far from easy. Although some doubts about Mr Davidson's performance in Brunei have been expressed, most recent indications have gone some way to allaying
them.
A recent official visitor to Brunei took the view that he had shown good qualities in a tricky independent post and could serve HMG well as a Colonial governor.
