Police. There is a move to cut the Governor off from contact with expatriate advice and the Monson doctrine is under siege. There will accordingly be continuing tension in Executive Council which will require firm and courageous handling. Against this background the new Governor must both win and maintain the official and personal confidence of his Ministers and at times be determined to have his way when he needs to safeguard HMG's interest in the proper administration of the territory.
12. The Chief Minister favours nepotism, the Civil Service tends to be vulnerable to political interference and staff have traditionally engaged in commercial activities. Staff at all levels are inexperienced and many of them are inefficient, but owing to the smallness of the Service and of the territory it is difficult to remove staff in order to improve efficiency. service matters are therefore another source of frequent friction between the Governor and the Ministers.
