We must sort this out but we will need a new Governor whether it be Mr Strong or another for the Caymans by the end of 1979.

Governor Falklands

Mr Parker's term as Governor ends in December 1979 when he will be 60. It will therefore be necessary to choose another Governor This territory has for some years been held by a DS Governor and the practice will probably be continued. We should get POD to earmark a suitable replacement or preferably a choice of candid- ates to put before the Board. Before Mr Parker's time this post was graded as DS4 and we wonder whether the grading should be looked into again to see whether the DS3 grade is still warranted. In this connection although it is not a DTSAB appointment we should also like to look at the Chief Secretary job. We learn that Mr Massingham, a DS4, is to leave the Falkland's in April after only one tour. If the Governor's job were to be down- graded his would also need to be.

e) Governor - Hong Kong

The

Sir Murray MacLehose's term will be up in August 1979. decision as to a successor will be a high level one and he will presumably be either a politician or a member of the Diplomatic Service. His name will however need to be put to the DTSAB even though it might be done quickly through a "Paper Board".

f) Governor

Montserrat

Mr G W Jones has been in office since 1977 and his tour will end in January 1980. The appointment is therefore a little early to consider at the next DTSAB unless all are agreed that Mr Jones should have an 18 month extension which will bring him to the normal HMOCS retiring age of 55.

g) Governor St Helena

Mr G C Guy has been in office since 1976. His term is due to end in December 1979. We have consulted Mr Duff who thinks it would be advantageous for him to have a years extension.

Mr Guy has been informally sounded out and is content with this idea.

h)

Governor Turks and Caicos

This would not normally be within the scope of the next DTSAB since Mr Strong only went out as Governor in August of this year. However, it may need to be considered this time round were it to be decided that Mr Strong should go to the Caymans after only one tour in Turks and Caicos.
