DEPENDENT TERRITORIES SENIOR APPOINTMENTS BOARD.
1.
Before Mr McLaren went to Hong Kong we spoke about the next meeting of the DTSAB. I have now had a look at vacan- cies which are likely to come up over the next twelve months or so and those appointments which need to be submitted to the Board. These are as follows:
a) Governor Belize
Mr P D McEntee's term as Governor is up in June 1979 (though he only returned to Belize from leave last month). There are plans to promote him to DS3 and we have had discussions about this with the Geographical and Personnel Departments. The subject now rests with PPD who are to write to CSD about the proposal to upgrade the post. If Mr McEntee is promoted we understand he would be willing to extend as Governor. year's extension would bring him to his 60th birthday. Geographical Department favour this.
b)
Bermuda
i. Governor

The
Sir P Ramsbotham was appointed in September 1977 and the normal term for Governors in the first place is three years. However, at his own request the letter of appointment
(issued from this department) specified a period of two years ie until he was 60. Sir P Ramsbotham has now indicated that he would like to remain in Bermuda for a further year after this, ie.until late 1980. If this is agreed it would not need the approval of S of S or the Palace. The Board should however be asked to note the proposal.
ii. The Deputy Governor
Mr G P Lloyd has been Deputy Governor of Bermuda since 1974. His current extension is due to end in April 1979 and Ministers have decided that he should not be offered a further
His successor must therefore be chosen fairly soon and will probably need to be the subject of a "Paper Board". We should look for a successor over the next few weeks and try to get the appointment approved by the end of the year.
c) Governor Cayman Islands
Mr T Russell has been Governor of the Caymans since 1974. His current tour ends in November 1979. He will then have 6 months to go until he reaches 60 and it is undesirable for him to stand again. There was a proposal, of which the last DTSAB took note, that a good successor here would be Mr JC Strong after he has served one tour in Turks and Caicos. However, that would mean that he would have only about 20 months to do in the Caymans until he reaches 60. Mr Duff has pointed out that such short tours (ie about 15 months in Turks and Caicos and 20 months in Caymans) are unsatisfactory from the point of view of the Territories.
