In my minute of 13 October 1978, I put first thoughts to you about items and timing for the next DTSAB. A certain amount of water has passed under bridges since then which leads me to feel that a rather later timing for that Board might now be preferable

say about late April/May 1979. Some of the items could not wait until then and would have to be dealt with by circulation of papers.

2. The picture which now emerges is as follows:-

(a) Belize

Governor

Mr McEntee has now been promoted to DS3 with effect from 17 November 1978. POD are to write to him asking if he wishes to stay on until December 1979. If he does, we would need to put this to the Board and I suggest it be done by submission of papers. It is possible that the extension may be longer, i.e. until his 60th birthday in June 1980. We have suggested this to POD and M&CD. If he is to go in December 1979 or before, the Board will need to consider a successor who will almost certainly be a DS man.

(b) Bermuda

(i) Governor: There has been a submission to the PUS since my earlier minute and he decided that he did not want to put anything on paper at this stage to Sir F Ramsbotham about his serving his full term as Governor (i.e. until September 1980 rather than September 1979 as agreed at present). This decision would not in any case need the formal approval of the Board.

(ii) Deputy Governor: The PUS is not in favour of a further extension for Mr Lloyd beyond April 1979 and has written to the Governor proposing Mr W W Wallace as a replacement. Whatever decision is reached will require a quick decision by the DTSAB (because of Fir Lloyd's position vis-à-vis Hong Kong. It will therefore need to be dealt with by submission of papers.

(c) Caymans

Governor

Mr Russell has agreed to an extension of his term of office until May 1980 when he is 60. This proposal is supported by Mr Duff and Mr Stratton.

(d) Falklands

I have minuted you separately about Mr Parker (see copy attached). In the New Year, when hopefully the Chief Secretaryship will be finalised, I will draft for you to SAD and POD asking whether they consider that Mr Parker should be given the option to stay on for a
