Thank you for sending me copies of your two minutes of 19 January. I understand that the Inspection of Hong Kong is at present intended to cover only Diplomatic Service posts, i.e. the Trade Commission, BDSMO and BCARFE. However, I should be grateful if the Inspectors could also review the conditions of service of Diplomatic Service officers on secondment to the Hong Kong Government.
2. This was discussed last year at a meeting between the Secretary for the Civil Service in Hong Kong, Mr Bache of POD and myself, when it was agreed that such an inspection would be of considerable benefit. It is particularly relevant now since we are trying to bring about a much greater degree of secondment both into and out of the Hong Kong Government. It would be very useful for both sides to know that the terms we are proposing are fair and reasonable. Although the principal purpose would be to review terms of service, the Hong Kong Government would also welcome, on an informal basis, any comments the Inspectors might care to make about the grading and work content of posts being held by DS officers. Derek March's letter of 30 January to you gives details of the members involved.
3. If you can agree to this proposal I will arrange for suitable briefing to be provided.
4. I understand that country assessment sheets are not required for Dependent Territories.
