I am sorry not to have commented sooner. We have been discussing the matter in more detail with your Department and POD.

2. I regret that it will not be possible for the Inspectors to review the conditions of service of DS officers on second- ment to the Hong Kong Government during this tour. The agreement you mention in your para 2 was news to me. difficulty is two-fold:

The

DS Inspectors are not normally equipped to inspect local government independent territories; their remit is restricted to what is of direct concern to the FCO, such as security, communications, and officers paid for on the DS vote;

ii.

and

the present Inspection has been arranged on the same basis as that in 1975 and the inspectoral team would simply not have time to take on a large extra chore.

The Inspectors will however deal with representational allowances for seconded officers at the same time as they deal with those for DS-funded staff. I am so informing both Mr March and Mr Wilson. They will also be ready to listen to any personal problems that seconded officers may have and report them to the Department, but outside the terms of the Inspection proper.

If the Governor and you decide that there should be a review of terms and conditions of service for seconded officers, we shall need to lay it on as a special exercise. I could not promise when this could be done. But it could no doubt be fitted into a future programme given sufficient notice. would however be necessary for a formal request to come from the Governor first. I do not suggest that you should invite such a request, but if such a request were to come, we would do our best to meet it.

I confirm that CAS's are not required for dependent territories.
