are properly run, so in theory we could ask the Inspectors to advise on all aspects of the administation of the Territories. It would the hell be clearly impracticable for them to do this on a septematic basis: even if they had the expertise, they wouldn't hows the time. suggests of Mrs Gregory's minuteabove. We should certainly ash that inspectors should visit all territories as a matter of course. In all cases we need advice on
له
a) the emoluments of JAG'O;
b) the emoluments of any other posts to which we may need to send expatriate staff, whetherow not they remain on the D's payroll;
4) the conditions of service for such staff (e.g. accommodation standards, length of tow etc];
d) the job content of posts, so that we know me what grade of staff to send.
2. We should also be at liberty to ask the inspectors to adirse on any other administrative or management problems that wise, though I realize that we cannot expect then to give a commitment to deal with these.
3. I have rejigged the draft accordingly.
