1. I attach a draft minute to Mr Laurence, Chief Inspector. putting up a case for him to include Dependent Territories as part of his normal schedule. Since our meeting last Tuesday I have spoken to Mr Laurence himself and his feelings about the inspection of Dependent Territories are somewhat more flexible than Mr Potter led me to believe. Broadly speaking he is willing to look at those elements in DTs which directly involve FCO. He regards these as:

ii)
iii)
DS Personnel (only those funded directly by the FCO):
Security Communications;
Any other problem which the Governor asks him particularly to look at.
2. He says that his approach to the inspection of a DT is very different to that of a DS post. He feels he must go much more cautiously in getting the agreement of the Governor. He mentioned that when he wished to inspect Gibraltar some time ago he was told by the Governor that his services were not needed. His further stipulation about inspections in DTs is that he will normally look at them "when in the area". I rather gather that if anything needs to be cut out of a programme the DIs would be the first to go. I think therefore that our task is to try to get the DTs put on the same status for inspection as though they were DS posts. I attach a draft.
