INSPECTIONS

1. I attach a copy of a circular which, for the sake of completeness and to avoid any appearance of discrimination, is being addressed to the Governors of all Dependent Territories. We are, of course, aware that Hong Kong is in a different league from the other territories concerned, and we shall not normally be asking the Inspectors to look into either the grading or the emoluments of the Governor of Hong Kong (unless, of course, the Governor has some point relating to either of these that he himself wants to discuss with them). But we should like the Inspectors to review the conditions of service of seconded DS staff, in case there are any problems of which neither you nor we are aware.
