1. Mr Pennock has passed me your minute of 25 January as this is a matter for me.

I am afraid that the provision of housing for OSAS officers is a matter between them and their local employers. It might be worth looking at these officers' contracts to establish whether the housing provided by CIG is in accordance with any relevant provision therein. We have no authority to make a special allowance of the sort proposed, nor would we think it right to seek such authority. If we were to agree to substantial allowances to enable these officers to live in the manner to which they feel entitled, we should be beset by similar claims from all over the place from others of the 5,000 odd staff involved wanting us to do the same for them. We do not wish to establish this sort of precedent; we should be saving CIG from their embarrassment at the cost of even greater embarrassment to ourselves.

Finally, I might add that the correct rate of supplement for
Sir John Summerfield is -£888. In practice this means that he gets nothing, as you say. But if we were able to agree to an extra supplement in his case we should have to take the -£888 into account which would bring your £1,200 down to £312. So there would be very little in it anyway, in nis inse.
