I was on leave at the time Mr Hall addressed his minute of 28 September 1977 to me. It then unfortunately got overlaid by other papers and has only just been brought to my notice. However, the problem is always with us and I think we should take it up.

I am a little dubious of Mr Hall's suggestion that we determine the size of the problem before seeking a source of funds, as it will inevitably raise the hopes of Governors whose houses are particularly down-at-heel. But we have to begin somewhere and I should think that if we ask ODM whether they can allow funds for this their first question would be "How much". On balance then I think we should go ahead but should add the following cautionary paragraph to Mr Hall's draft- say after para 6:
"I must stress that at present we are just looking into the size of the problem and have not begun to locate a source of funds for this expenditure. Our most probable source, since this is a form of aid for the poorer Territories, would be ODM. However I do not want to raise your hopes that we will get all, or indeed any, of the money we ask for. We merely, at this stage, want an idea of how much is required."

I have deleted the names of the Governors of Solomons, Gilberts and HM Commissioner, Tuvalu, since their Territories are near enough to Independence not to make it worth spending any money on their houses.
