1. I spoke to Mr Callaghan, head of Estimates Section, Finance.' Department, about the possibility of a sum being transferred to the FCO Vote to be spent on the maintenance of Government Houses. He said that the transfer would be a matter of increasing our PESC provision by the appropriate amount and reducing that of the donating department by the same amount. However what will need careful sorting out is where the money is allocated, ie to what subhead (the existing Governor's topping-up etc subhead C3(4)(d) is the only DT administrative one which presently exists, but seems quite inappropriate for money devoted to accommodation).

2. Mr Callaghan urged that we put forward a firm proposal

as soon as possible. He said that if FCO were to take on responsibility for Government Houses an accommodation subhead administered by A&SD might be appropriate, in which case the buildings might be considered part of the Diplomatic Estate, with the logical conclusion being that PSA might be drawn in to ensure that the money was being properly spent.
