1. I have hitherto been content that this question should be pursued in isolation, if only because a satisfactory solution appeared in sight. But this no longer seems to be the case. In theory the problem is simple: to find some technical device

to transfer money from the ODM to the FCO and then to certain Governors so that they can keep their houses in a proper state of repair. But I fear that it will prove a nightmare; I am by no means sure that a meeting would produce a way out of the impasse.

2. Given the lack of progress, it seems to me that there may now be a case for lumping this problem in with the others about which I understand Mr Stratton has minuted. Perhaps you would show him that minute and let me know how matters stand.
