would in all probability be used one day as a residence for the Head of State when the Territory gained independence.
2. It was agreed that a letter should go as soon as possible to the Covernors of the Territories concerned putting our ideas to them and asking them to include in their current estimates the amount needed to put their houses to rights.
3. I attach a draft and would be glad of your comments and suggested amendments. I am not happy about the final section since it involves financial matters on which I am not competent to speak. I should be grateful if Mr Fry could correct as necessary. It must, I feel, be made absolutely clear to the Governments that the Governor is not in the firing line.
