MAINTENANCE OF GOVERNORS' HOUDED

1. At the meeting which took place on 31 October 1978 we endeavoured to find a way round the difficulties which had arisen in certain Territories over the upkeep of Governors' houses. The following conclusions were reached:-

There is no problem about actual availability of funds. The sums in question are "chicken feed" compared with most other expenditure and CLM could readily provide the money.

it was not feasible to try to arrange for this funding to be done without the knowledge of the Governments of the Territories concerned. The only way to make the money available was through the Territories own budgets.

the mechanics of this arrangement would involve the Governor estimating an annual sum required to put and keep his residence in good repair. This figure once agreed could be added on to the total grant in aid made to the Territory. The sum would be identified separately as being for use solely on Government houses and it would be made quite clear that the Territory was in no way being deprived of other things by this arrangement.

in all the Territories except St Helena the Caribbean Development Division would be involved. Moreover if the Governor so wished they could approach Lependent Territories Governments direct. St Helena's needs could be catered for by WIAL feeding the money for Government House into the draft estimates. is not such a problem here as the Ministers are not so difficult to deal with.
