Patrick Duff has shown me your letter of 30 November about your arrival in Tortola.
2. There are a couple of matters you mention which refer more to our and PSD's side of the house rather than to Patrick's. The first concerns your reference to tax exemption. Both PSD and ourselves are rather puzzled by this, since you, as Governor, are not subject to local tax at all. Do you perhaps mean Customs Duty exemption? Walter Wallace received the sum of $1344 p.a. in lieu of Customs Duty and PSD calculated your allowances with this figure in mind. They would like to have a breakdown of how this figure was reached, if as we now suspect, it is no longer to be included in the Estimates.
3. You also mention the matter of your house and the work that needs to be done on it to bring it up to a reasonable standard. You should now have Robin McLaren's letter of 23 November 1978 which sets out a suggested procedure for you to obtain money, over and above normal grant-in-aid, to cover maintenance of Government House. I enclose a copy of the letter for ease of reference. You will note the suggestion in paragraph 5 that, in Caribbean Territories, it may be more satisfactory for Dev/Div Barbados to deal with the matter. I see that you have copied your letter of 30 November 1978 to Mr Edwards so you will no doubt be getting in touch with him about the upkeep of Government House.
