To reach agreement on the arrangements to be made for the RHKPF to police the ..R. system.

Frogress made and current position

Outline agreement has been reached between CP and MTRC on how the Police should police the Railway and the equipment they require to do this. Detailed police pro- posals and outline costings have now been received and are under consideration.

Next quarter's target

1. Agreement S. for 5., Fin. Branch, SES on which of the items detailed in CP's proposals should be en MTRC capital responsibility.

Prison Industries SEC 1/4/204

To maximise use of prison labour.

$2.12 M included in the 1976/77 estimates to finance limited expansion of Prison Industries. Agreement has not yet been reached on the sole of equip- ment and staff necessary initially, which is largely dependent on industrial orders from other Government departments. Dis- cussion continuing Prisons Dept./ Finance Branch/Security Branch. The Head of the Scottish Prisons Dept. Industries Division will arrive in Jan. 1977 as a CFTC consultant for 3 months to advise on medium/long term expansion plans.
