Drug Offenders (i.e. those who are brought before the courts charged with the possession of a small quantity of dangerous drugs) NS 88/76/980 NS 128/76/980

Purpose

To maximise use of prison labour and prepare plans for expansion of prison. industries

To reach decisions on most effective methods of treatment.

Progress made and present position

A report on Prison Industries recently completed by Mr. Collinson, a Senior Principal in the Scottish Office responsible for Scottish Prison. industries, is now being studied and proposals for staff necessary to implement the report are now being framed.

a) Tentative recommendations were circulated to members of the Working Party on Review of Anti- Narcotics Legislation.

b) The collection of data for the second survey on minor drug offenders has been completed. Census and Statistics Department is examining the data and making a comparative study.

Next quarter's

target

Prepare staff requirements for FC approval. Order equipment. Recruit supervisory staff. Implement appropriate recommendations in report.

To continue work on the New Working Party on Review of Anti-Narcotics Legislation.
