to my doubts about the suitability of the memorandum at W/20 for sending to Mr Hargreaves. There are several points in the memorandum which might be picked up by a trade unionist and made the subject of further representations: eg. the conclusion recorded in the final sentence of paragraph 2 might well be challenged and the greatly reduced differential enjoyed by shorthand and audio typists over female clerical officers and female clerical assistants as the result of the 1971 changes (para 2) are also likely to generate sympathy from the TUC. The argument adduced in para.4 is unlikely in my opinion to be accepted as convincing.
2. I wouldprefer to rely on a comparatively short letter to the TUC embodying the information contained in paras 7 and 8 of the memorandum and giving a brief account of Mr Stewart's discussions in Hong Kong.
