Thank you for your letter of 5 October. I enclose a copy of a memorandum recently prepared in the Office which summarises the background to this dispute along with the points of view of the two sides involved and the action which has been taken so far. John Stewart,
the Head of the Hong Kong and General Department in the Office is in Hong Kong now and has been discussing the dispute with both sides. I very much hope that his visit will bring about a resumption of negotiations
