The Report of the 1971 Salaries Commission which (in para. 25) said: "Moreover, percentage increases across the board seem to us most damaging since they automatically increase the gap between the highest and the lowest paid.

We therefore submit a claim for an upward adjustment throughout the Master Pay Scale, ranging from not less than 7.5% to 13%, tapering so as to favour the lower portion of the scale.
