Pay claim for 1977
Following the signing of the Report of the Joint Working Party confirming the findings of the Pay Trend Survey for 1976/77, and in accordance with established. policy, we now submit a claim for an adjustment in pay throughout the Master Pay Scale, to be effective from 1st April 1977.

In arriving at our claim we have considered, and would draw your attention to the following factors:
a)
The P.I.U. findings and the J.W.P. Report thereon which, including belatedly reported changes from the previous year, showed private sector increases (calculated as weighted means) of:
Master Pay Scale Minimum 7.88%
Mid Point 7.70% Maximum 6.65%
Giving a simple average of 7.41%
b)
The bouyant state both of Hong Kong's economy indicated by a 16% increase in the Gross Domestic Product over the last year, and of Government's finances.

The recollection that, although Master Pay Scale rates from 1.4.76 have taken account of private sector movements over the previous two years, civil servants were required to forgo in 1975/76 the 9% adjustment attributable to private sector advances in the first of those years, owing to the temporarily retarded state of the economy - which is now clearly past.
The Report on Salary Trends and Fringe Benefits 1975/76 published by the Hong Kong Productivity Centre in November, 1976. Although the reasons have yet to be established, the overall increase reported as 9% is so different
