Thank you for your letter of 7 September in which you asked. for comments on a letter sent to you by Mrs Mathilda Cheung, Chairman of the Hong Kong Government Shorthand-Audio Typists Association.
Mrs Cheung sent an identical letter to Evan Luard on the same day as she wrote to you. After consulting me, John Stewart, the Head of Hong Kong and General Department, wrote to Mrs Cheung to explain the procedure for submitting petitions, the only specific matter on which she had sought advice. I enclose a copy of Stewart's letter.
We are in touch with the Hong Kong Government about the dispute dealt with in Mrs Cheung's letter which, as you will have seen from what she has said, is highly complicated. I am advised that it has already involved both sides in a lot of hard talking and bargaining. My impression of the matter is that the Hong Kong Government are acting in a proper manner and, in my view, an equitable resolution to the differences that remain between the Hong Kong administration and Mrs Cheung's Association would, for the present at least, better be sought by a continuation of this bargaining process than by any appeal by the Association. to a wider forum.
I am returning Mrs Cheung's letter.
