The Government Shorthand-Audio Typists Association was constituted on 4th February 1977. Our Association is recognized by the Hong Kong Government as the representative body for negotiation on matters affecting the interests and welfare of Short hand-Audio Typists and the Conditions of Service relevant to the grade.

It is unfortunate that our grade have long been discriminated by the Hong Kong Government both in salary structure and promotion prospects in particular of the follows :

(a) That we have been excluded from the equal pay scheme as the Short hand-

Audio Typist grade consisting no male counterpart, the equal pay scheme was implemented in 1971.

(b) The Short hand-Audio Typists are the only grade among the Secretarial

Class who have had no promotion prospect and are regarded as one rank grade.

(c) That the Short hand-Audio Typist grade have been underpaid in salary structure. The salary scale was set by the Hong Kong Government in accordance with survey from its machinery - the Pay Investigation Unit Report. As a matter of fact, the Pay Investigation Unit, as a professional machinery in survey, was bounded and restricted in scope and regarded this as "agreed" procedure, "normal" procedure and "correct" procedure. We strongly denounce the aforesaid and opine not as discrepancies and errors were spotted. For comparison, we then present the Productivity Centre Report - Salary Trends and Fringe Benefits 1975-76 as our grounds, salary scale stipulated in Pay Investigation Unit for Short hand-Audio Typists is at $855 - $1735 after restructuring, when compared with our proposed salary scale $1135 $2195.

(a) We had petitioned His Excellancy Sir Murray Macle hose, the Governor of

Hong Kong on the 13th February 1977, and our petition was handed to the

Secretary for the Civil Service accordingly. No improvement was offered at that stage.
