According to our latest survey among S.A.T.s, substantial figures have already indicated that 57 S.A.T.s provide secretarial service in direct response to Directorate Officers on salary points D2 or above. The said survoy is still proceeding and complete result can be submitted to you in Jume, upon the reccipt of your instruction. It should be noted that owing to the expansion together with increasing demand of departments concerned, duties and job contents for S.A..s are enlarging in direct proportion from time to tine. The present S.1.7. force, in general, have significantly improved themselves both in professional skills and quality. The aforementioned vill answer your statement as stipulated in your letter dated 5.1.77 Para.4(f)(i) quoted as follows: "The Committee on the Secretarial Class recommended, and Government accepted, that incremental credit, if it were to be awaried at all, should be awarded only for significant improvements to skills which have a direct bearing on productivity and are capable of being maintained in a working environment."

Bearing in mind the Civil Service rate should not be lower than the median but not above the upper quartile, and in view of the various difficult aspects the Government confronting with, we recommend that the proper salary structure for S.A.7.s, in compensation with their poor advancement prospect, should be modified to $1135 to $2105 as per our calculation on Page ✪ backdated from 1st April 1976. The figures were set by adopting the P.I.U. Report and the Report of "SALARY TRENDS AND FRINGE BEN"AITS" as an in-between nodia.
