The duties of Stenographers

Shorthand Audio Typists claim that they are called upon to do precisely the same duties as Personal Secretaries which makes them in effect 'Junior Secretaries'. They wish to have their grade title changed from Shorthand Audio Typist' to 'Junior Secretary' and become part of a combined grade of 'Secretary' (J.S., P.S. and S.P.S.). This they consider would reflect their true status rather than the title of 'Stenographer'.

The duties required of a Shorthand Audio Typist or Stenographer have not changed since the grade was created on the 1st June 1965. The duties are shorthand and/or audio typing and simple clerical duties such as dealing with files (principally confidential files), telephones and callers associated with their work which may be undertaken either in a pool of Typists or on a shared basis for several principals.

SATs are not required to give a full personal secretarial service because Government does not provide such a service, with few exceptions, for officers below the Assistant Director or Divisional Head level. Government provides a full registry service for officers below that level who have access to a combination of Executive Officers, Senior Clerical Officers, Clerical Officers, Clerical Assistants,

Confidential Assistants, Stenographers, Typists, Messengers and Receptionists.

If

Shorthand Audio Typists were permitted to give an individual personal secretarial service to lower ranking officers it would lead to duplication, though there could be no objection to a SAT going beyond her duties if she so wished when she was not busy on her established duties.

All appointments to the grade of Personal Secretary have for more than ten years been made from the grade of SAT. Most SATS aspire to PS and are keen to act in the higher rank when the opportunity occurs.
