Government in accepting the Salaries Commission recommendations and introducing the new scales also accepted that they were at that time the 'pay for the job'.
There can therefore be no going back beyond 1971.
Following the recommendations of the 1971 Salaries Commission and joint consultations with the three major Staff Associations of Government employees, Government introduced the Pay
Investigation Unit as an independent investigatary body working to guidelines laid down by Government which had been discussed with the three major Staff Associations.

Reports from the PIU have, since 1971, provided the data for movements in pay. Their reports are prepared to very exacting criteria which take into account and weight all considerations having a bearing on pay in the private sector for jobs which are strictly comparable with, and have duties and responsibilities similar to, those in Government.
The reports are used to set pay at the maximum, i.e. pay for the job. AE the minimum, pay for school leaver grades, e.g. SATs is set by reference to service-wide formulas which take into account Government's requirements (academic subjects and technical skills) for entry. Adjustments of standards of entry do not adversely affect serving officers.
The pay scales introduced for Stenographers are strictly in accordance with established principles, i.e. at the minimum by reference to what Government expects of a school leaver entering the grade (numeracy and literacy to Certificate of Education standard plus an acceptable though less than fully efficient minimum working speed in typing and shorthand), and at the maximum by reference to the median of pay paid by the better employers of Hong Kong for similar duties as reflected in a PIU report.
