The future of the Gibraltar Dockyard is to be discussed in DOPC
on Thursday 3 March. A brief for the Secretary of State has been submitted.
CPSA Dispute

No progress was made at the meeting between MOD officials and CPSA representatives at their meeting on 22 February. Following his meeting with two MPs on the same day we understand that Dr Gilbert is seeking instructions from the Defence Secretary as to whether he should now invite the Chief Minister to lead a delegation of the Gibraltar House of Assembly to London. At official level we have strongly advised against such an w invitation especially in view of a possible announcement about the Dockyard in the next few weeks.
GENERAL

In view of the likelihood of a defence interest behind Mr Newens' PQ on British policy east of Suez, it was agreed that Defence Department should take the lead. There is a reference to UK dependent territories in the revised draft answer and there are notes on Hong Kong, BIOT, the New Hebrides and Ocean Island, in which Mr Newens has in the past shown interest.

4. Mrs Eileen Gregory joined the department on Friday 25 February to take over as Head of the Administrative and Judicial Staffing Section. (A separate note will issue regarding Mrs Gregory's room number and telephone extension.)
Future of Gibraltar and General Department-
5. We understand that Ministerial approval has now been given to th Inspector's recommendation that Gibraltar Section should transfer to Southern European Department, leaving General Section and Administrative Legal and Judicial Staffing Unit to join Hong Kong Department. The Minister has indicated that the moves cannot take place until the future of the Dockyard has been settled.
