I am sorry that I was not able to join in the discussion which you and Mr Jasper had on 3 February about accommodation arrangements when the General and Administrative, Legal and Judicial Staffing sections of G&GD are merged with Hong Kong Department to form "Hong Kag and General Department", as recommended by the Home Inspector in his reports on G&GD and HKD in early 1976. I understand that a decision is still outstanding on the prior question of a merger of the Gibraltar Section of G&GD with SED but on the assumption that that move will take place we #should, as you know, like to plan for the merger. A SING!

3. I fully appreciate that you are not going to be able to satisfy the optimum requirements for HKGD's accommodation given the` competing demands of various departments in this corner of the Office. Nevertheless, I am afrad that the proposals you put to Mr Jasper would has the following defects:-
(a) the break-up of the Hong Kong section into two rooms.
This section has been accommodated in K. 245, which is immediately adjacent to the Head of Department's room, for a long time. It would be a retrograde dep to change this arrangement;
