CONSOLIDATION OF GIBRALTAR WORK IN SED
1. I have discussed with G&GD the draft submission you sent over to Mr Baker on 23 November. You will have seen copies of the
exchange of minutes in which Mr. Lewis has cleared the aid administration aspects with ODM. I attach a retyped draft which incorporates our joint suggested admendments, including those of the ODM; together with the draft you sent over, so that you can see where it has been amended.
2. You will note that one amendment is to say that SED, rather than G&GD will submit on the political aspects. This is in accordance with Mr Stanley and Mr Sutherland's suggestion. As the internal repercussions in Gibraltar are properly a matter for G&CD rather than SED the draft "political" submission has been constructed in close consultation with G&GD, and indeed considerably amended by them. I consider it important that. when the administrative submission goes forward to the PUS, should have the "political" submission, in draft, attached together with its flags, so that the PUS can take account of the political complexities when considering the administrati aspects.

You will notice that I have suggested a strengthening the end of paragraph 3 of the administrative submission original version seemed to me to under-estimate the risk
albeit acceptable at present) of over-loading SEIS
4 Richard Baker is about to be transferred and his su will not arrive until early or mid-February. In these I would suggest that the consolidation, if approved, shou take place before March.
5. I attach a copy of the draft "political" submissi with its flagged references (which is an updated and an version of that copied to Mr Stanley under Mr Lewis, uinu 17 December
