With reference to your minute of 13 December, I attach copies of the two draft submissions which are now awaiting completion in SED. When covering the political aspects of the proposed move I do not consider we can avoid drawing attention to the present industrial troubles in Gibraltar and to the fact that the Dockyard may be closed with effect from

1 April 1978 and the draft telegrum to the Governor takes into account this last point.
