BONGOLESE BAGGAGE?: THE TRUTH

1. You will have seen Hong Kong telegram No 315 of 25 March which records the discovery of a number of Congolese diplomatic documents inside a suitcase at Hong Kong's Kai Tak Airport on 18 March.

2. Hong Kong have now forwarded copies of the papers discovered inside the suitcase and these you may wish to see. I would be grateful if addressees could ensure that the documents are given as wide a circulation as necessary, both inside their own Departments and elsewhere in the Office. Perhaps the papers could also be passed fairly quickly.
